My inclination would, therefore, be, in all the circumstances, to dispose of the publication of the Report first without further reference to Hong Kong, and, if you agree with the attached draft which Mr. Radford has prepared, I will submit

the question of publication, to higher authority with a view to taking an early decision on this point. Afterwards, we will consider what reply should be made to No. 51 in the light of your own and other minutes.

I am afraid the minutes on this file have accumulated somewhat.

I would not propose, at this stage, to deal with the many issues arising out of No. 51, as regards which Mr. Cox's minute of the 19th July is of importance, but first to dispose of the question of publication of the Advisory Committee's Report, which is referred to in No. 49 on this file and No. 52. y minutes immediately below No. 49 also refer. I do not think that we can object to publishing the Report with the omissions proposed, and the attached draft which Mr. Cox would send to members of the Hong Kong University Advisory Committee seeking their concurrence should, I think, now issue. The file should then be re- circulated for consideration of No. 51 in the light of Mr. Cox's and Mr. Harding's minutes of 19th July and 22nd July respectively.
